The efficiency of an integral factor application for distribution of biological resources
The paper has considered questions of the legislative base creation for effective work of all areas of the fish industry. The authors have proved the necessity to coordinate internal interests of all enterprises: fishery, fish factories, ports, ship repair etc. by distribution of biological resources using an integral factor.

The methods of increasing of state influence on fish industry
The paper has analyzed the fish industry enterprises in Russia: the volume of manufacture has fallen, the quantity of workers has decreased, economic efficiency of work has worsened. The authors have proved the necessity of the state program of distribution of biological resources on the coastal enterprises.

On role of a state in economic and social development of a society
The paper analyzes cognitive and methodological foundations of physiology in works of I.P. Pavlov on the basis of his paper "On vascular centres in spinal cord". The history and logic of the research subject and his ontological model have been shown. The principle of the result and cognition process unity has been concretized. The inner mutual relations between theory and facts in scientific research have been studied. The original analysis on the question about conclusive power of positive and negative results of experiments has been held. The dialectics of relative and absolute truth in the theory of vasomotor centers has been shown. Correlation between fundamental and applied researches in physiology and medicine has been considered as well.
